Too much slow net with ZTE ZXDSL 831 AII

I have ZTE ZXDSL 831 AII modem and already have configured it.I dont have prb. in surfing but it seems like i have too much low download speed I use to get arnd abt 40-60 kbps transfer rate only in Internet Download Manager and Download Accelerator What could be wrong ?I heard that most of users get more speed than this .What should i check ???

What is your tariff plan ? Are you getting same slow speed while using your friend's acct also in your computer ?

yup i have startup plan and getting speed abt 100 kbps then it downs at 60-70when i use frnd's account who has bussiness plan 3300, then it comes 40-60 kbps
