Does it also mean that operator will not throttle speed of their competitor apps? There are cases where ISP throttle speed of certain website or servies like skype and other VOIP so user pissed off and stop using them.

What is exactly Differential pricing?

It can also mean a telecom operator must have SAME data pricing for the whole country?

Mumbai and Delhi guys get ripped when data price is lower elsewhere.
