When you charge 2 devices simultaneously, you can expect 5.1V/ 3.6A dual output

It does have 3.6A output but lacks usb c as you said. it still takes micro usb to charge itself over quickcharge 3.0

tronsmart might be available through ebay. this model has been priced badly and has been rarely available since gst was applied.
i would recommend you to get the mi power bank pro model.
