Unable to access a specific site

My friend having BSNL Brodband connection is unable to access the Indian Govt. Passport website (passportindia.gov.in). Intially I had assumed it to be a problem of browser or anti-virus setting problem. But after checking everything (cleaning the teporary files, flushing the DNS, using a free DNS server etc.), I made a strange discovery. I could not access the above site through any browser even after resetting all settings. Then I tried to connect to the site using 2 different handset (Samsung smartphones). Then I tried to connect using mobile data and it got connected. Then I used the same laptop at my home and was able to connect to the site easily.
It seems that the ISP (BSNL Broadband) is blocking the speciffic IP of the user. Is it possible? What is the solution?
Any comments will be appreciated.
 
BSNL isn't blocking the site that's for sure.Just checked it.
The problem is on your end.
some steps you can try.
1-clean all the cache/temporarily files etc(or better use ccleaner software)
2-disable av
3-try changing dns to google 8.8.8.8 or any other.
4-check hosts file(it is possible someone "may" have modified it.
 
I have already done all the above 3 steps. Will check the hosts file tomorrow.

Yes, it is laugable to say that BSNL is blocking the site, But as Mr. Sherlock Homes says "when you have eliminated all which is impossible, then whatever remains, however improbable, must be the truth." ;-). I was unable to access the said site from 3 different devices (a laptop and 2 smartphones) using the same connection (Wi-Fi network). But when I changed the connection and switched to mobile data, I was able to access the site from both handsets. Also I connected the laptop to the neighbour's Wi-Fi and was able to access the site.
 
Change MTU. Try different values near the current one. That may help.
