Unable to connect to Internet intermittently

Based in Bangalore.I have a UT STARCOM Type 1 Modem. Since past 3 days, many times, when I switch on the modem, the DSL becomes active soon enough and remains stable. However, the Internet connection does not get activated (i.e the Inernet light does not glow) and I cannot browse. To cap it all,sometimes (very few times to be honest)everything works fine! What could be wrong here? I have been using BSNL since 6 months now and had never faced this issue before.
 
TRY opendns 208.67.220.220 and 208.67.222.222
Keep a copy of bsnl dns for use , later, if needed.
