I disabled iMessage, however it turns itself back on regardless of whether the phone reboots or not.

Quick update:
I had raised a dispute over the app, and they closed it with no resolution or response in a few days.
I got this month’s bill and it seems all of these charges were canceled and the difference was credited.
For now, I have disabled international roaming. It seems even without it, you still receive incoming sms.
