Upload issue and no connection.

For the past week I am facing very slow upload speed and frequent internet disconnections.The upload speed is almost zero (200-300 kbps) while the download speed is working fine. Also the internet stops working for a few minutes frequently but resumes itself. While the disconnection happens there is no loss of signal just there is no transmission of data. During this time if I run diagnostics on my router it shows the internet is working fine although I am unable to load anything. The local authorities are clueless about the issue.Can anyone help me out ?

First, try and eliminate Local issues.
Connect using a Physical LAN connection Directly to your ONT and check if the situation changes/improves/deteriorates.
There have been some cases of awful upload speeds. If the situation doesn't improve with the LAN connection, then complain to your Local LCO first with a screenshot of the Speedtest app/webpage.
It could be a temporary problem.
