so far i have seen this in West Bengal ,Kerala ,Maharashtra, Kolkata and a few other circles
also imo this is a good way to increase ARPU while actually offering something in return as well.
and this annual 4099RS plan reduces nonstop hero plan's monthly cost to just 315Rs when you divide 4099/13 months = 315Rs a month
as compared to buying Monthly which can vary a lot according to circles

For example Mumbai circle i pay 450Rs a month for Nonstop hero plan which is about 5,850Rs when it is multiplied in the following manner 450x13months

@Navjot Singh well most people recharge monthly with a 28day plan instead of a 30 day plan ,thats why i considered counting a year as 13 months instead of 12
