Vi Caller Tone

I observed something strange recently. I was calling one of my friends, and his caller tune (morely ringing tone) was somewhat similar to those in the Middle East. You don't hear the rings, but instead you hear a tone in equal interval. You somewhat hear a tone that you hear when you press the keypad again and again in a equal interval of time.

I don't know whether this happens with all Vi numbers, but i felt that it is somewhat strange because not many numbers have it instead of the rings which should be audible when we call someone. Does anyone here know why and when such tones are played? Why such a strange tone appears instead of ringing?
 
I thought I am the only one struggling with customer care since 1 month about this issue and they are clueless. It is happening only when I call any vi number. I am not able to hear ring tone but call is going through.
Although they took feedback about this and given me 15 days timeframe to revert. Lets see what they come up with.
 
it is not only with Vi but one of my friend is using Airtel and whenever i call him i hear only this tune ( like someone pressed keypad button for 3-4 seconds )
and its happening since long time may be past year 'so its not only with Vi but airtel also

Sounds like French ringing tone
 
There is something which is not graspable so easily. The number does give a normal ring sometimes, while many of the times it gives a weird tone which plays in the same way as rings, but at a different tone.

@Trex Did you try if that is not a caller tune? I mean a blank callertune that works in place of some song.
