Vi VoLTE and Carrier Aggregation not working in UP East and Bihar Circles

Does Vi even have VoLTE and CA in these two circles? I tested at multiple locations in these two circles but could get VoLTE and CA. The network switches to 2G while calling. Their customer care is useless, they just say the automated line and don't provide any solution.
