4G auction and spectrum licensing is completely different from 3G. Airtel has tactically targeted those areas for 4G where they don't have 3G license. eg Pune. That could be a reason.
Because they don't have the 3G spectrum/license officially, hence they can't launch 3G on their own. While they have officially got the 2300 Mhz BWA spectrum hence they have got their 4G network out in this area.It was their choice not to bid for some states at the time of 3G auction (or probably a hidden agenda to collude as AVOID and offer 3G all over India through illegal roaming pacts).

That's not true.I use Vodafone and there's no VF 3g in AP but I do get 3g while roaming.I got 3g when I was in Jaipur, Delhi, Bangalore, Mumbai. I guess these are the only places I visited in last 1 year.
Not fun at all. I did notice Vodafone providing me data for a while. Speeds were good at that time.Rest of the time it was Airtel and I was getting shitty speeds.So I guess I was on Vodafone 3G initially and then on Airtel EDGE.Did not try switching to Vodafone manually.
