Vodafone 3G Delhi servers have a speed cap of 2mbps

Vikaspuri, Janakpuri, Paschim Vihar, Rajouri Garden... are some of the places I can remember for sure.

Buddy, it all depends from tower to tower. It can vary within Rajouri Garden itself & you say 'live near'.

Complaint to Vodafone, maybe they will send network engineer to verify the same at your location.
