VOIP With Wireless Broad band possible??

Hi All, I am a new member to the site and not sure if this has been discussed here before.. However this is my query. 1) Can VOIP devices which u get in other countries be used with any broadband services in India to make International calls? ( I know this is possible with few ISP's) 2) If it can be then is it possible to use the same VOIP device for wireless broadband?? for ex: BSNL EVDO (which when upgraded will give u to 2Mbps) 3) Is it legal to use VOIP devices?? Thanks in advance.
 
1) what is the model No .Vonage ?
2. VOIP device needs a Broadband connection Not sure whether EV-Do can be used.
The VOIP unit needs an Rj45 connection.
3. Some are using specially Vonage.

Would this mean that with the advent of more and more wireless broadband services, we wouldnt be able to use the VOIP devices anymore??
