And yes there is a method of claiming refund.
I think U have to have a Complaint number from the CC............and the period of downtime should be continious 3 days or more.
If the complaint docket is closed before 3 days,u get nothing....If its more than 3 days then u can claim refund from Accounts officer(only Prorata basis for the downtime period)
Thats what i found out from TRAI regulations and the
Ac officer at my local exchange.
Anyway I once wrote an email to the 2 Guys mentioned below regarding excessive billing and I got the refund after 2 months.
Infact I think after 2 months the complaint reached the Local exchange but with 1 visit and a 3 days waiting time,the refund of 8k odd was issues and adjusted against my future bills for about 6 months NO BILLS.
When The order comes from UP there(I heard the DGM speak To the Prabhadevi exchng about a letter he recieved from InterParliamentary comittee-Telecom when he asked me to come so he could resolve the issue)) ,things move faster

Sir ,
I have had a billing issue with MTNL MUMBAI,Charkop exchange which no one has been able to resolve satisfactorily.Please look into the issue and see how bad MTNL is at redressing customer grievances.
I have been wrongly billed for over Rs 8000 when my usual bill is about Rs 800,only.
Attached below is my correspondence with MTNL and no one has bothered to resolve it till date
