they sync IPTV users at a high rate and at the same time reduce the speeds of their BB to 256 kbps...this is the case in Delhi..not sure about Mumbai.yeah even i was surprised to see a upload of 340 kbps..looks like his line is in a bad condition and as a result modem readjusted the sync rate it can hold..anyhow it would be nice idea if he get's his line checked.
