Which 3G Data Card to buy

Hi guys,Iam really confused which 3G Data Card to buy which service provider to choose.1. Whether to go for network locked or network unlocked( from through online EBAY ) because i will be travelling to many places in india , if my data card is unlocked then i can use different networks.2. If i buy a unlocked data card whether i have to buy a 3g sim card separately or can i use my existing sim3. If i buy airtel 3g data card or any other network locked data card. if i went to other states can i use the same data card or i have to buy local 3g sim from that area.4. Whether all new Data cards comes with sim or without sim. because currently i am using tata photon plus 2g it does not have sim5. If i buy a airtel 3g sim for my data card can i use the same for my mobile to access 3g data.6. All SIM card support 3G or Not.Kindly share yours thoughts regarding this, I need some clarity guys.
 
1. Buy unlocked, would be better. You can consider getting Micromax Mi-Fi router as well, in that way, you can even use it on muliple devices. A sample one & discussion link below

2. You should be able to use your existing GSM sim (Think of that device as a mobile phone, SIM would work on any GSM phone, same concept)
3. Many of them charge roaming charges for data. They might have roaming pacts with other operators, but govt. is trying to get that scrapped, so not sure how long that will last. So, cheapest though inconvenient would be get local SIMs and use wherever possible
4. There are CDMA data cards & 3G data cards. The concept is just like CDMA phones. Getting a CDMA data card would be like getting a CDMA phone. Getting a 3G data card from telecom operator a is like buying from a phone from a vodafone store etc. They will probably bundle with a Sim or suggest using only with theirs or have restrictions put in. Hence common cards are better because they are like buying from a common store & can be used with any sim
