Who provides best upload speeds in India?

I live in Mumbai.Most of the operator here provide very low upload speeds.I upload alot of stuff,so i would like a connection that provides 1:1 upload download ratio.The only operator that provides 1:1 upload download is Tata and Tata Broadband 2.0.I already use TATA.I want to change and take another company's connection so help me find who provide good download and upload speeds.
