Why broadband account management not opening ?

Any new users facing this problem from last few days. This site for checking usage wont open at all.
BSNL - Broadband Account Management
Because of which even datafox wont show me any usage details.
I get the error message as ...
Virtual Host or Web Application Not Found


The web group /index.jsp has not been defined


IBM WebSphere Application Server

By the way, i am able to open the portal site.

Both addresses opening direct

2. If Datafox cannot access above site,
@infernalproteus may be informed. See "sticky thread"
Still same problem ?
Unable to check DataFox. ( old dataone user)

Nopes, cannot access the site, and datafox wont login.
I read some people on the last page of sticky thread have reported the same problem. But no solution yet.
I am unable to understand what that error means. I am guessing it is related to some new users only with ip 117.XXX.XXX.XXX.
