Why do you think BSNL is offering higher post FUP speeds but not advertising the same?

We observe companies do all that they can to advertise even a small extra offering by them, even if it is for a limited time period. But in the case of BSNL, they have been offering higher post FUP speeds but not advertising the same. What could be the logic behind this? I would like to know your thoughts on this..
 
Actually its a bug they are yet to define the configuration for fup in the base profiles as they have recently updated the plan profiles
 
^ i doubt it...i think BSNL is very aware that they ll loose a huge customer base if not for happy browsing
 
They are still not able to decide whether to make changes Permanent or not ,, thats why ...
 
^ they will eventually make changes permanent i think ,maybe with a slight increase in plan costs
