Why haven’t Vi, Airtel and Jio enabled RCS on iPhone yet ?

It’s been several months since Apple officially endorsed RCS with iOS 18.
Today I have updated by iPhone 13 to the latest iOS 18.2.1. Yet, Airtel and Vi still do not appear to have enabled RCS for iOS here. Believe, same is the case for Jio too.

Any thoughts as to why the Telcos, here, are so reluctant to implement this next gen technology?

Why aren’t Apple , Google or the Indian Telecom Regulatory Authorities doing any thing about it ?

Jio has enabled it it's in Beta currently iOS 18.5 Beta 4.

I just updated to iOS 18.5 stable and noticed that RCS is now supported, under IMS status on my iPhone, I can see RCS listed, but I’m still unable to send or receive RCS messages to/from Android devices.
