Why is my BSNL Broadband bill so high?

My plan is 699 (125mbps) i know that first month it takes deposit but they didn't mention it in bill i i got 1444 at least write the bill properly it saying fixed charges 1100, 139 adjustment, tax 198
and fixed charges means im gonna get 1100 everymonth??

Fixed Charges are the Bill Plan Price.
The Bill includes Fixed Charges of TWO months as a safety deposit.
From next month onwards, the Fixed Charges will be as per the BSNL FTTH Plan you have subscribed to.
