WIFI Registration

What is the use of wifi registration if I get it at my home ? If I purchase a personal router to share connection, how would it help to get it registered with an ISP? Any clue ? Also, what all information does the ISP ask while registration / What if I purchase the router from ISP only ?
Anyone who has applied for MTNL WIFI based connection would know about it ? please share.

That is like a 4 year old article. I think current rules require you to have a password on your wireless router. That's it.
