will the download and uploads count on national holidays

when i enquiered in bsnl office they told that on all national holidays the net usage is free....i mean the downloads and uploads will not count...is that true......can anyone confirm

& i thought i have heard all there is about stupidity of some bsnl employees(no offense to all but just some bsnl employees whose suggestions if followed are like committing financial suicide).of course it's not true.
