Windows 8 - Internet Active but not able to browse

Internet connection is active and even torrent is able to download in the background
but not able to browse thru firefox , chrome
JDownloader too doesnt sense the connection
problem persists even after reconnection , replugging of USB modem
get straight only after rebooting .

while this happened firefox , utorrent and Jdownloader was running
OS - windows 8
 
really doubt it's Jave many ppl turn off java in their browwers , security wise it is a wise thing to do also .
could be 2 or 3 things , unistall your a/v or and firewall, AND if any chance if you have malwarebytes installed check into options -settings it does block internet sometimes via ip blocking, but before doing any of that reset you tcp ip winsock, does no harm , but fixes a lot problems.

Check ping from dos. If you get reply from ping, means you have problem with winsock(Windows Sockets API). That will be solved by resetting it as guided by dovahkiin.
Also reset winsock.

Check tracert and also proxy setting in each browser.
If you have router and ISP modem, check DNS setting in it also and change to OpenDNS or Google DNS if it is not changed.
trace route will give you better idea.
uTorrent gets consistent bandwidth or frequent disconnection. ????? You are connected via LAN or WLAN.?????
Keep ping window of default gateway of wireless router open to check frequent disconnection problem.

Pick any IP and port from http://hidemyass.com/proxy-list/. and enter them in address bar as per below format.
http://ip:port
replace IP port from list of hidemyass.
Check whether it opens any server page like Apache or squid.
It will help you in finding different working ports if any.

As you are complaining about disconnection after disabling and re-enabling network adapter, internet goes down after 10 mins. Can you check DNS setting at that time by entering ipconfig/all in dos.

i dont have any AV except for windows defender
windows fix it doesnt work and surprisingly it gives a error
