Yes! But not all lights. Only one light will blink depending on the amount of charge left in battery. Number of lights on (including one blinking) gives idea on amount of charge left.

Ok then may be I said reverse

When discharging (i.e. phone charging)... all lights blink (number of lights blinking depends on charge left)

When charging (the powerbank) only one light will blink and other will remain on OR off depending on the amount charged.

i.e. all blinking will mean powerbank is discharging and one blinking means powerbank is charging. How many lights will blink OR be on depends on charge in battery.
