Happens with mtnl too.
I don't have any problems with rain or bad weather I always get H+. The Huawei wingle I was using was the problem for my slow speeds. Now using it on OnePlus one always get H+. The annoying 2042mb message has also stopped and it does not get reset anymore. The only thing is speeds are not consistent varies from 100kbps to 1mbps for me.

As I can see in noti. bar you are getting 3G signals. BSNL 3G provide that speed only in 3G mode. How much do you get when its in H or H+ mode?

It's H+ all right,that 3G thing is a mod I've been testing out..it replaces H/H+ symbol by 3G

1.2mbps is pretty bad.
I use the same app to see what signal I am getting. I get H+ always but i have to adjust my phone to get good speeds. -81 is the lowest I get on H+ and -61 in Edge. When its -81 to -95 I get really good speeds 700kbps to 1mbps.

lol how can you downgrade your signal you are already on H+. The speed issue might be fixed in time. Recently I also suffered from a problem where I would only get Edge. within 24hrs problem was solved and now I get better speeds and signal.

What the hell is wrong with BSNL,i have top notch coverage and the speeds are freaking 0.25-0.5Mbps
