You cannot apply for the STB without recharging.
Only when you recharge will you get the STB voucher which you can redeem to get the STB.

First recharge bronze plan and redeem STB voucher and after STB is installed recharge the 199 but keep in mind that u will be unable to access jio and ott apps on 199 plan

Even in the app, the plan has been activated along with the bronze plan.
Bronze plan has a validity till 20 January while the above plan has a validity till 28 December.
