Starlink is heavily U.S Government subsidized. I don't know if Jio will have the same zeal for sending expensive satellites to space with profits unlikely in short run especially considering how small the market is for people who can afford this in India.

The joint venture will make use of SES-12 -- the company’s high-throughput GEO satellite that’s currently serving India as well as W3b mPOWER, SES’s next-gen MEO constellation to help widen Jio’s terrestrial network.

Oh, it looks like it's just two satellites compared to thousands with Starlink, I wonder what the speed & latency would be like

Starlink has satellites in LEO. That's why it needs thousands of them. SES uses GEO and MEO, hence it requires lesser number of satellites to cover the same area. On top of that, Jio plans to launch services only in the Indian subcontinent.
