Does poor Wifi signals affect Internet Speed ?

I've TP-Link MR 3420 v2 router connected with BSNL EVDO modem, now I placed my router on second floor and I am getting 3-4 bars at ground floor but sometimes I get 2 bars and that makes me worry. so friends I wanted to know will it affect my wireless internet speed if I am getting 2 bars only? Can poor signal be the reason for my internet speed down and approx how much (%)?
 
Well technically if your wifi negotiated braud is more than your isp braud then you should not face any slowness for internet but for internal (LAN) file share or other services you may feel slowness.

I.e. if you isp provides 10 mbps connection and your wifi is negotiated at 54mbps then you will not feel any internet data slowness but if try to do a network file share the max you can achive (theoretical) is 27mbps. But if your wifi is at 5 mbps and isp is at 10 mbps, then yes you will feel slowness....

Stand next to the router. What speed do you get?
Now, go to the ground floor. What speed do you get?

As I am using wireless internet so don't get constant speed. It keeps dancing between 40-100 kbps in IDM whether I stand beside router or at ground floor so its kinda hard to calculate speed downtime.

Thanks bro, your example cleared my doubt. In two bars my wifi is on 39 mbps and ISP is providing me 3.1 mbps (actual 1 mbps speed) so I think I am not facing any speed down issue due to poor wifi signal.
