What does the 'Combo' in '600GB CUL-Bharat Fiber Combo Plan' mean? Also did you get any telephone with FTTH plans?

It's been more than a 8 months since I'm using the '600GB CUL-Bharat Fiber Combo' BSNL FTTH plan. May I please know what does the 'Combo' in this plan mean? In the BSNL website this plan features unlimited data (which is capped at 600GB at 50mbps and 2mbps thereafter) and also features 'Local +...
