with many mobile operators initially (at 3G launch) put basic cap of 1024/2048kbps on Negotiated QoS on their towers, however I assume many updates came to
their internal software raising the limits along with the time and technology got popular.
Negotiated Quality Of service (QoS) should be the top limit you can have on that connection no matter if your CPE (customer premises equipment) in this case the Modem supports more than that.
I've seen 3G players at my town Initally from 1024 to 3072 to 8640 as of now.
to check max. speeds one can attain use mdma application to connect and see QoS.

In short there has been a lot of upgradation and changes in cell planning.
