I can access that page from any device connected to my Router on LAN, be it wired or wireless. So, yes I can access 192.168.0.1 from my phone.

I have come across some android devices connecting to internet after reconnecting to wifi network in android settings

you can also try decreasing MTU value in ONT / Router

The MTU tricks mostly work for BSNL only though? I'm not sure but RailWire has pretty okaish and free network. Also what do you mean by android devices reconnecting to wifi network?

If in laptop web connects try above, if no device connects to web then you should configure properly

reconnecting : Turning off wifi in android and turning ON again

I got to do the config/setup using its ethernet. Then Able to access internet for 2 mac laptop & 2 mobile thro ( TP-Link router's )wifi.
