I take a more benign view about it. See it as a learning process where a new state is trying to find its footings. Not as an indictment on the system.

If the first ten years were rough, what will the next ten bring for Jharkhand ?

Agreed state is 10 years old, but its politicians are not 10 years old :D
They were part of govt from long time even before state was formed. Also the people electing them are also there from long time. So how come this 'new state' be reason for mis-management of state.
And if that is the case of new state, then as OP said, better come up with some new type of administration for new states until they mature enough to elect their own govt. :)

Yes but it is only Jharkhand & Chhattisgarh that have a problem. All the others seem to getting along. This shows the exception is with these two states only. Do we change the whole country because of these two ?These states have to find themselves in their own time, can't rush it.

So with the latest crises in karnataka that we have,do you still support current system where unelected governor can dismiss CMs or state govt?

Currently WE dont elect the PM,CM,governors,President ;MLA's,MP's as they are given party ticket.

Atleast lets have executive form of govt in the states?

HERE is my draft proposal

I have taken the constitution of texas as it limits the govt and states all the powers in detail

hallmarks of the texas constitution

It is a plural executive where powers are shared by the executive dept. All the executive dept except secretary of the state are directly elected. There is no chance of govt falling or coalition politics and there are checks and balances and separation of powers.
also there would be no need to have presidents rule and could be replaced by USA equivalent of insurrection act where the state legislatures or governor can call the forces if there is insurrection.
