I take a more benign view about it. See it as a learning process where a new state is trying to find its footings. Not as an indictment on the system.
If the first ten years were rough, what will the next ten bring for Jharkhand ?
Agreed state is 10 years old, but its politicians are not 10 years old
They were part of govt from long time even before state was formed. Also the people electing them are also there from long time. So how come this 'new state' be reason for mis-management of state.
And if that is the case of new state, then as OP said, better come up with some new type of administration for new states until they mature enough to elect their own govt.
