the fact remains. not a lot of people would migrate to BSNL just because how they operate. their connections are not easily available. recharges are not easily available. customer support is usually clueless about their own offerings.
i believe, the only way to get their SIM is to go to the nearest exchange. ask around. find the relevant guy. feel lucky if you get the appropriate form. fill it up. and submit it. hopefully everything turns out correctly. and you are given the sim.
of course, experiences may vary.

if BSNL can operate like private operators opening retail stores in major locations in a city, making it easy to get their SIM cards and renewals. a lot of people WOULD migrate.
its not that difficult like before AFAIK , i got my bsnl 3G sim activated in around 30 mins from the exchange itself , fill the form , pay money . insert the sim in the mobile and it was activated right at the spot . i too was surprised by this ! but its happening for real though
u can get bsnl sim from bsnl csc , bsnl exchange and from franchise ! same for the recharge too
but for customer care , i dont have a clue
