BSNL is also working on a project to offer at least 100 mbps of broadband speed for all. Currently, it is about 2 mbps. This will be done in stages where in the first stage fibre lines to the nodes will be converted to fibre optics.

In the second stage, the plan is to offer fibre to premises and this will allow 100 mbps. We hope to achieve this in the next two and half years.

They're being indecisive/bureaucratic about it... there were some tenders floated for FTTH but cancelled when I last checked their site... I think WiMax is the hot new cookie at the moment.

But you can trust BSNL and other greedy ISPs that even if they had implemented FTTH tech they would still provide under 2 mbps with 2 GB monthly download limit for high prices anyway...

That wimax tender link you posted seems to be 2 yrs old - you can see the actual tender on bsnl's site main page... that is the only visible tender link, other tenders are failing to display with some mysql database error :)

BSNL doesn't have the right kind of officials / people to drive a major change in the Indian broadband market, except for the price. FTTH requires brave vision, and in an extremely price sensitive market like India, might not make much economic sense.
