Well you are trying to learn programming and you are asking about layouts here. Even if you start with a framework, you would need to get a good quality IDE.
There are a few open source options that might be useful too. The reason I suggested Dw was that its easy to use and also easy to incorporate custom scripts and code within the produce.

I have CS5. But I've virtually stopped using that ever since I've moved on from Windows. These days, I use web-based CMS only.
But the CSS feature has been there since the Macromedia days!
