BBNL Broadband Help Needed

I m opting for BBNL through a local cable operator as I do not have any other service available. The modem provided is optinet cabke modem. Plz help me with some doubts.

1. Can I set wifi through my router.
2. Are there any site or torrent restrictions.
3. Are there many server downtimes.
4. And finally the speeds.

Pls help ASAP as I have to take connection tomorrow.

Though I have only heard about them, I guess any RJ45 connection cable internet could be used with a compatible WiFi router (my friend is using one with BBNL).
