I'd hazard to guess probably with legal action for allowing copyrighted material to pass through their network. Possible other scenarios other than straight-up legal action from the media industry could be the restriction of ability to peer in that country due to pressure from those that they peer with.
Well, I hardly torrent anymore but I just tested a random well-seeded music torrent from link-removed and it works just fine. Not only that, utorrent shows the green tick mark on the status bar.
