Broadband wrking fine through laptop but giving problems in desktop

Recently , I have been facing a problem in using my broadband.I have a BSNL dataone connection having a 500 COMBO plan.The net connects fine on my laptop and the download speeds are also good, speedtest gives a download speed of 1.62 Mb/s whereas when i connect my modem to my desktop the link goes off most of the times, and sometimes even if the link persists, the download speed is extremely low,, a meagre .05 Mb/s by speedtest.Hey guys, plz help me out, what could be the problem, i have formatted my hard disk and reinstalled windows but of no use. Also as soon as i disconnect the ethernet cable from my pc the link again gets established and gets disconnected as soon as i connect it to pc again.i have a Siemens C2110 Modem .

Are you connecting both Laptop ( No wifi )and desktop
at the same time to LANport and USB port ?

In modem enable DHCP.
In desktop and Laptop
Start/network/LAN
properties
TCp/IP
properties
Obtain Ip address automatically.
Apply Save.
