you cannot block outgoing calls, however if you want to restrict incoming call, best possible option is to insert the SIM into a phone and activate Call Divert to another numberbut make sure you set divert to your own number as any call picked up by destination number will be charged on your SIM card.on a few handsets and network, a diverted call when reaching another number/handset, it will show a diverted call symbol, so you can receive only if needed.
