Bsnl 3g in tamilnadu

I got 3.1Mbps with 3G in Chennai.

hey i am using bsnl 3g datacard in Vellore. I actually bought bsnl 2g sim but when i am using with the datacard the network is shown as UMTS and HSDPA, if I connect to the internet. It actually means that it is connected to 3g network right? Then I got this doubt... How come I never get better speed than 30kbps (The actual speed shown by internet download manager I use in my pc for downloads) during any download I do? Is it 2g or 3g speed. I just need clarification...

BSNL is has become clever and also generous. They'll allow you to connect to 3G network with 2G SIM, but they'll cap your speed to 30KBps.. But since it is 3G network you'll always get 30KBps unlike 2G network which is bogged due to spectrum deficiency. Also you'll get a good latency.

That is a nice way to identify a good provider, to use a 2G speed with full speed.
