So I went to the BSNL office to file a complaint. They said they'd consider it. Not that I expect them to be serious about it but hey it's something.
Isn't there a power plug-in dongle that works with both 3G and LTE?
Speed is pretty stable for me. I'm getting 400KBps consistently, which is nice. It touches 500KBps at 12pm>

All open market 4G dongles support 3g/2g as well, Look at Saurabh's previous reply for suggestion of 4G dongle as he seems to be using that dongle without any problem.
As far as speed is concerned 400KBps is cool but did you asked about USSD code for activating 1099 pack in your area and they just said that they would be considering or they lodged your complaint in the register? Lastly, BSNL launched 333 Rs pack for 3GB 3G per day for 90 days, so if your per day usage is less then you could shift to this pack.

Yes @Nic mine dongle supports 2G/3G/4G and its very robust.

I went to the BSNL office to lodge a complaint about the unavailability of HSPA+ service in my area.
I did ask them about the USSD but they said they don't know any other way if it's not showing up in *123# > STV
I'm downloading 10 gigs/day so 3 gigs is a bummer

Practically all the new gen devices support the previous gen networks. So yes 4G dongle should support 3G too but before buying check its specs. Coming to PG portal its an website. Google PG portal for address, filing procedure is very simple.

OT: I have been getting no service since yesterday night. It just happened like this. I thought it was temporary, should be back by tomorrow but no luck. Does that happen often?
