Bsnl Broadband 750 Ul Plus Problem in International Sites

I am having a problem sometimes in a day download speed comes to 60 kbps but sometimes 9 kbps as if i download from

http-~~-//motive.bsnl.co.in/index.php

Firmware
speed goes upto 280 kbps but from hotfile or other international sites it comes down.I tried external Dns not working and ip change no improvement .and also no disturbance in line .scanned with norton 2010 fully updated no virus found.I am on PPPoe. I am using Nokia Siemens Modem in Windows 7 Enterprise X86 . as i donot know how to upload photos of my Adsl link I give a link to my Photo

toll free numbers didnot respond so i called sdo telephone he suggest that my line and net is ok .but problem didnot get ok .he suggeted me to try another pc i tried it but the problem with international sites occur
