BSNL Broadband connectivity issues

Hi,I have a BSNL connection and it logs off automatically after 23 minutes. I will have to relogin and do my work....Can anyone tell me why is this and the solution for this....

Start > control panel > network connections > choose your connection > properties >

Options tab > Idle time before hanging up > set it as never

Obtain 14digit portal Id and Password as Password from your exchange.
( also email id and password ; you user IdPW is the first set )
open BSNL Portal
You need your consumer number also.

I have activated bsnl bb unlimited plan 750 (home) from 1 sept 09, upto 5th sept i got good speed of upto 190 kbps but since then speed is max 30 kbps. any solutions !!!
