since you mentioned about that background noise in the phone i suggested you to ask for a line change. register a complaint telling that your phone has noise. port change wont do anything. may be the line coming from the exchange to your place carrying telephone signals has some issue. a perfect connection should not have any noise when pick up the phone.
if only an engineer come and inspect the phone in your premise then this can be noted by him and get rectified.
the two way box you mentioned. that is used to to make a way for RJ11 to connect to splitter.
