BSNL tech support person came to my house and checked line/connection and said everything is ok.
Getting horrible download speeds/disconnects, packet losses, fluctuating latency and typically 200-400ms above normal.

latency at least 250ms more than normal; DL speed is ok.
Any kind of help about this would be appreciated.
This has been going on for about a month; with fluctuating latency throughout the day.
Sometimes repeatedly disconnecting and reconnecting to BSNL picks a server without such high latency, but usually it doesn't work.
Just like to add, reconnecting to BSNL multiple times almost always leads to:
1) higher latency
2) error 691 : Access was denied because the username/and or password was invalid on the domain.
3) stuck at "Connecting to WAN miniport (PPoE)..."
4) stuck on "Dialing"
5) error 678: "The remote computer did not respond"
I have multiple connections shortcuts setup for default BSNL dns, opendns and googledns.
I try each of these multiple times with similar problems as above, or in rare case, lower latency.

Someone *please* explain the following :
at times when I dial to bsnl I get 616+ms latency
at other times when I dial to bsnl i get 329+ ms latency
these dial attempts are a few seconds within each other
It's not making sense
Even the routing path is the same.
I'll dump a aggregated traceroute statistic for each instance:
the same problem happens no matter what dns service I use - open dns, the default dns or google dns
