Bsnl broadband speed gets capped at 4 Mbps sometimes and Ping significantly rises.

I have been noticing that nowadays sometimes my Bsnl broadband speed automatically gets capped at 4-5 Mbps and ping also significant rises. It returns to same 8-9 Mbps after a day or so.
My Line status shows nothing wrong with the line. I don't know why this is happening maybe they are not able to handle such user base with high bandwidth of 10Mbps. I am facing this problem on regular basis. Is there anyone else facing the same problem like me.

for the past 3 or 4 days my connection is also acting strange. pages are loading slow. when i speed test i get the full speed but if we open some websites the speed doest not rise above 1, 1.5mbps
 
mine also showing 4092kbps from last 2-3 days
earlier i always got 8094 kbps ..
seems like they are not able to handle lot of customers .. i think now they will reduce FUP to 4mbps :(
 
Using plan 675 ULD and I am getting 1.5 to 1.7 mbps now till last month I use to get satisfactory 8-9 mbps top speed. I thought it is some tech error, will get back if I use my 10 GB FUP. So just now I completed my FUP and website opens to click on happy browsing as usual I accepted like I do every month, restarted my modem thrice but still getting 1.5 mbps. Feeling so cheated now! :(

iam also facing lot of disconnections today ... adsl light goes off automatically and comes after few seconds
 
If ADSL is getting off this is totally the problem of line. Mine is fine but speed is 1.7 mbps downloading
