BSNL DNS issue

Hello guys . I am having BSNL 3G connection from Oissa which i am using now in Bangalore .i am having 4200 plan .But from last month when BSNL started to give public IP i am having DNS issue with it .So any one from Orissa having the same issue ? I tried with all the DNS (Open, GOOGLE,and others) but nothing seems to work .. i have to refresh each and every page 5 to 6 time then only they load .Need help if some one can give me any solution
