We are using BSNL FTTH from April 2023. From November 2024 facing an issue when try to open any Bank internet banking page, it is not open and "ERR_TIMED_OUT" message comes. When we restart the router by power off and on it works fine for some time(may be 30 min to one hour). Have any one face the similar issue?

Not exactly with banks but there was a time when some IIT websites were not working with cloudflare dns but got fixed when google dns was used.
Try changing dns and see if it helps.
