bsnl home plan incorrect billing

Hi,

My parents are based in Maharashtra. I have a bsnl 250mb plan purchased for my parents. They only talk to me (chat with me) 3 ot 4 times in a month and then the computer is shutdown all the time. Bsnl sent a bill for Rs. 40000. (Yes 40 thousand) for one month. When I looked at account usage page on website (Dataone WebMail) I see some thing different. I see that every day some one is using our internet service at least 3 to 4 times daily (yes daily). What should I do? How can I find who is using our service? What about the massive bill ? Can some one help me out here?
 
It is better to get it checked from a person who is having enough knowledge of networking.The broad band which BSNL is servicing is "PORT BINDING' nature, i.e if you have the password you can't use it from other phone ( phone no changed ). hence get it checked
